The Planning and Zoning Commission spent a substantial portion of the meeting reviewing proposed language in Chapter 9 (and related divisions) of the city zoning code covering landscaping, sign regulations, nonconforming development and enforcement.
Commissioners asked whether businesses should be allowed more than one site sign (for example, a monument sign plus a building sign) and discussed limits on pole versus monument signs, illumination and message speed for electronic signs. Staff explained the ordinance aims to prevent visual clutter and to protect traffic safety; Officer Jonathan Higgley and commissioners cited safety issues such as signs that distract drivers. Several commissioners suggested a permitted or case‑by‑case system to allow additional signs in certain commercial contexts.
Division 9 (nonconforming development) and Division 10 (violations, penalties and enforcement) were also discussed. Staff described the nonconforming use certificate process and how structures can remain in place until ownership changes; enforcement and penalty language was flagged for further input from the police/code‑enforcement officer.
No final recommendations or votes were made. Staff agreed to gather sample ordinances from peer cities, provide more detail on multiple‑sign allowances and bring a focused sign‑regulation package back to the commission at a future meeting.
