Staff said the change responds to a recent denied application to sell cut flowers from a residence and would open an avenue for similar home-occupation activities.
Staff explained the amendment was brought to council (first reading passed unanimously) and is now before the planning commission for review prior to the council's final reading. The staff recommendation noted that allowing naturally grown products (examples given: eggs, produce, flowers) is consistent with the city's promotion of local markets and small-scale home enterprises. Commissioners asked whether the change would create nonconforming uses; staff said it would not create nonconformance and would allow certain home occupations that previously would have been denied to proceed.
The commission moved, seconded and voted to approve the proposed code text amendment as presented; the chair declared the motion approved. The item will return to city council for final action.
