He described the arrangement as one where ODOT and federal funding will cover most costs and said the city’s share under the LPA structure was expected to be a small percentage. At one point the mayor said, "It's about a $7 million project total."
Presenters warned the project will be challenging: the pavement is a rigid concrete surface that can fail rapidly once it reaches the end of its useful life, the agreement must address ramps and on/off access near U.S. 33, and coordination will be required with Ohio University and major event scheduling. Staff clarified that the LPA document is an agreement that needs a city signature and is not itself a payment authorization; more detailed cost and schedule information will be shared after ordinance approval.
Outcome: Committee members indicated no objections to bringing the LPA agreement forward to council for readings so the city can finalize the agreement with ODOT and proceed with subsequent project planning.
