Water-line hearing at 92 Post Office Road continued after residents cite permit and silt-fence concerns

The Enfield Inland Wetlands and Water Course Agency continued the public hearing for IW726, a proposed water-line extension across Post Office Road to serve 92 Post Office Road, to the commissions next regular meeting on April 7, 2026.
Attorney Richard Casease and William Casease, representing the applicant, said the water line had been shown on plans from a prior June 6, 2023 approval and described the current work as an extension of roughly 105 feet of 8-inch ductile iron pipe, half of which lies on the lot for 94 Post Office Road and about 50 feet on the north side to serve 92 Post Office Road. The applicants said the pipe was installed under the road by horizontal drill methods to avoid open excavation and that they have an excavation permit, a developer agreement with Hazardville Water Company and a $10,000 bond in place.
Resident Lori Longi testified that she opposed prior approvals and accused the owner and contractors of repeated wetlands permit violations, including pushing snow and debris into wetlands, failing to install or maintain silt fence, bringing unauthorized fill into the conservation easement, and apparent use of contractors lacking required outside-water/sewer licensing. She asked that the commission require full documentation and correct permit paperwork before approving any additional work.
Staff told the commission the IW726 plans show minimal upland-review disturbance (staff cited less than 400 square feet) and that the existing silt fence had been installed following a cease-and-desist. Commissioners and staff identified missing or incomplete fields on the excavation-permit paperwork (no clear location description or engineering stamp in the packet) and discussed right-of-way measurements and whether the plan set included sufficient detail for the work along the town road.
Given the outstanding documentation and resident concerns, the commission voted 7–0 to continue IW726 to the next regular meeting so the applicant can supply a completed project-information section, a hard-copy of the Hazardville Water Company developer agreement and any other missing materials for the record. The continuation preserves the commissions ability to act once the complete documentation is received.
