Associate planner Candace Fry summarized staff analysis and said the property is inside city limits, zoned RS6, and exceeds minimum lot‑size requirements. Fry noted prior owners had a CUP that expired in December 2025; the new owners submitted a new CUP and have completed a pre‑application meeting.
Fry said the conversion must follow building and fire standards and that the property shows existing parking and garage configurations that meet RS6 parking requirements once converted; she recommended approval with conditions tied to building‑permit review and compliance with applicable codes.
No members of the public registered opposition. Commissioners said the application is straightforward, noted the existing duplex nearby, and moved to approve. The motion passed on a voice/roll‑call vote; staff reminded the applicant that the decision becomes effective 15 calendar days after the written decision is provided unless appealed and that no work should begin until the appeal period closes and building permits are obtained.
The approval authorizes the land‑use conversion; any conversion work must proceed through the city’s building permit and inspection process.
