The Town of Olive board on Dec. 8 authorized awarding construction contracts for the long‑planned Shokan sewer district after town officials said the Catskill Watershed Corporation (CWC) and the New York City Department of Environmental Protection (DEP) confirmed full funding.
The board approved Resolution 30, which directs the town supervisor and the project engineer to issue letters of award to the lowest responsible bidders and to finalize contracts subject to the project attorney’s review and required approvals in New York City’s procurement system. The resolution follows a CWC action to increase the block grant and a DEP letter dated Dec. 4 confirming a $90 million block grant for the project.
Supervisor Franco read the list of recommended awards and contract totals as provided by the project engineer. The named low bidders and amounts read into the record included: Carver Construction for the Shokan collection system (~$47,937,174); Bellamy Construction for the Boyceville force main (~$3,411,400); Jerson Construction Group LLC for the wastewater treatment plant general construction (~$17,844,715); Still Electric for electrical work (amount read); several contracts for HVAC and plumbing (SNO Construction Services, Evergreen Mountain Construction) and ORM Contracting for commercial water meters (~$96,298). The board’s motion to accept the awards passed by voice vote following clerk roll‑call confirmations.
Town officials told the board the project will begin with seasonal site work and land clearing, then proceed to construction of collection, force main and treatment facilities. The resolution notes the town shall complete construction and operate the plant ‘‘even if block grant amount proves insufficient to cover all the costs’’ and authorizes negotiations with awarded contractors on final terms and specifications.
“This is a win for people’s property rights in the hamlet of Shokan,” Supervisor Franco said during the discussion, thanking project advocates and the CWC for multi‑year work to secure funding and move the project to construction.
What’s next: the project engineer will issue letters of award and the supervisor is authorized to execute final contracts after required legal and New York City procurement checks. The resolution authorized the town to proceed with construction even if final contingencies require additional town action to secure supplemental funds.
