Osawatomie council approves 2025 budget amendment and accepts CDBG closeout

The Osawatomie City Council voted to approve ordinance 3877, amending the city’s 2025 budget, and accepted the 2025 CDBG grant closeout documents at its Dec. 11 meeting.

A staff presenter said most general-fund changes were minor but highlighted larger amendments for the police department and municipal court because of increased activity. The water fund amendment covers timing for an AMI meter purchase (staff reported about 85% of meters installed with roughly 400 remaining). The electric fund was amended modestly as a cushion to avoid a budget-law violation. The industrial-promotion fund increase reflects CDBG dollars being managed by the city on behalf of a building owner and passed through to contractors.

On the golf course, staff said play was about 1,000 rounds higher than the previous year and that increased rounds, hours and food and beverage sales drove revenue and expense changes; the council previously approved early payoff of two lease purchases and authorized a new lease-purchase for irrigation upgrades.

Councilman Stratstein moved and Council Lady Philip seconded to accept the CDBG closeout packet and authorize the mayor to sign the closeout documents; the council carried that motion. Councilman Shastine moved and Councilman Basic seconded approval of ordinance 3877 (the budget amendment); the motion carried and the ordinance was approved as presented.

The city will finalize closeout filings required by state law and staff said the grant administrator will complete remaining closeout tasks, after which the city will be eligible to apply for future CDBG funds.
