Hillsboro committee clears consent agenda, approves public-health mutual-aid agreement and introduces two ordinances

The Hillsboro Township Committee approved claims lists and personnel items on the consent agenda during its May 26 meeting and clarified questions about several consent items.
A committee member asked for greater clarity on a shared-service mutual-aid agreement for emergency public health services among Hillsboro, Bernards, Branchburg, Middlebrook Regional Health Commission, Montgomery and Somerset County; staff confirmed the agreement provides reciprocal mutual aid under NJSA 40A:65-1 so that municipalities can share public-health personnel and support during an emergency rather than creating a permanent county-level service.
The committee also discussed and approved a standard maintenance agreement that spells out owner responsibilities for a stormwater management facility at 29 Horseshoe Drive: homeowners must maintain stormwater infrastructure to township and county standards, allow inspections and face municipal enforcement and lien remedies if they fail to comply.
Two ordinances were introduced for additional hearings on June 23: Ordinance 2026-06 would amend Chapter 188 (land use and development) to update owner-occupied engineering inspection fees; Ordinance 2026-07 would adopt a redevelopment plan for the Sunnycone landfill parcels (identified blocks/lots listed in the ordinance). Both ordinances were introduced by motion and scheduled for public hearing on June 23, 2026.
