Public commenters and several council members urged more time to review the proposed $1 million-plus adjustments and requested broader public notice before a final vote.
Council Member Keller moved to postpone the resolution to a special meeting and the motion carried unanimously. Council members said the week-long delay would allow community members and council to examine budget line items, ask follow-up questions and integrate additional public comment; administration indicated it could return a draft by March 11 for introduction and hearing timing.
The postponement does not change the substance of the substitute resolution; it only delays final action so staff can circulate more information and the public can provide input.
