David Blaine elected chair as Lower Paxton Authority confirms officer slate and hires engineers, solicitor

At its Feb. 24 reorganization meeting the Lower Paxton Township Authority elected David Blaine chair, approved an officer slate by acclamation, and voted to appoint HRG as stormwater engineer, Tucker Arnsburg as solicitor and GHD as sanitary sewer engineer.
David Blaine was elected chair of the Lower Paxton Township Authority on Feb. 24 after a roll-call of members present. Solicitor Kevin Hall ran the reorganization portion of the meeting, calling for nominations and explaining that a roll-call vote would be used to confirm the chair.
The board moved quickly through its slate of officers: Mr. Ramsey was named vice chair, Miss Lindsay secretary, Mr. Enders treasurer and Miss Curts assistant secretary. Chair Blaine put the slate forward and, after nominations were closed, the board approved the slate by voice vote.
In separate votes the board appointed professional advisors the authority will use this year. Miss Lindsay moved to appoint HRG as the authority’s stormwater engineer; the motion was seconded and carried by voice vote. A subsequent motion to appoint Tucker Arnsburg as solicitor likewise passed. The board also approved GHD as the authority’s sanitary sewer engineer.
The newly elected chair announced the authority’s regular meeting schedule: quarterly on the fourth Tuesday of February, May, August and November, with the option to call monthly meetings if needed. The schedule was adopted by voice vote.
The reorganization meeting set the administrative framework for the authority’s 2026 work program, including ongoing consent-order obligations and multiple engineering projects carried by HRG and GHD.
