Administration said it provided the bid packet and draft contract as backup in the agenda materials and pointed to public bid‑opening procedures (public opening at 10:00 a.m. on April 22) and the availability of records under public‑records rules. Officials said the timeline is tight because construction must be complete to meet the season schedule; the administration aims to issue a notice to proceed around May 11 and projected 163 days for construction to substantial completion (target roughly Oct. 20).
