The Ansonia Board of Aldermen voted Aug. 13 to accept a proposal from Raymond Sadli to purchase a narrow city-owned parcel at 48 Silver Hill Road on the condition that the buyer substantially complete a single-family home on the lot within two years.
Members debated bid value versus intended use and whether to prioritize the highest outright price or the proposal that promised taxable, long-term use. Corporation Counsel John Marini explained the city can place a recorded condition in the sale agreement to require construction and allow the property to revert to the city if the condition is not met.
Under the motion the sale will include a reverter clause: if substantial completion is not achieved within two years the parcel reverts to city ownership unless the Board of Aldermen approves an extension. The motion passed on a voice vote after the board debated timing, enforcement and potential appeals by a buyer who demonstrates progress.
The board tasked counsel to prepare the sale documents reflecting the timeline and reverter provisions and said staff will monitor progress.
