Select Board endorses updated Open Space and Recreation Plan and agrees to support implementation

After a months-long public process, the Select Board voted to endorse the town's 10-year Open Space and Recreation Plan, which prioritizes land protection, trail connectivity, equitable access and climate resilience and will make Westford eligible for certain state conservation and recreation grants.
The Select Board unanimously endorsed Westford's updated Open Space and Recreation Plan on May 26 and approved sending a letter of support to the state as required for plan recognition and eligibility for some Division of Conservation grant programs.
NEMCOG planner Mike summarized the plan's public-engagement process and core findings: seven goals, 20 objectives and 40 action items prioritized by timeframe and cost. The goals emphasize increasing permanent protection of vulnerable open space, improving stewardship of conservation lands, expanding equitable access (particularly for youth and underserved neighborhoods), strengthening trail connectivity and integrating nature-based climate resilience measures.
The plan documents a parcel-level inventory of town-owned and conserved lands and includes an implementation table that identifies likely responsible parties and potential funding avenues for each action item. The plan also recommends short-, medium- and long-term priorities to maximize implementation capacity.
Board members asked how the town will shepherd implementation; staff recommended the existing Open Space & Recreation Committee serve as an implementation committee or that the Land Use Management Department coordinate delivery. The board asked staff to follow up on an implementation structure and return with proposed roles and responsibilities.
The Select Board voted to sign the standard letter of support and forward the plan to the state to preserve grant eligibility and complete plan approval.
