Broomfield approves 2026 HUD action plan; TBRA support for seniors shifted to new local program

BROOMFIELD ' The Broomfield City Council on May 26 voted unanimously to authorize submission of the city's 2026 annual action plan to the U.S. Department of Housing and Urban Development (Resolution 2026-70), a required step to access Community Development Block Grant (CDBG) and HOME program funds.

Housing Programs Manager Lisa Sacker summarized the plan's priorities: continued CDBG support for a home-rehabilitation program (administered through Brothers Redevelopment), small-business microgrants and remaining COVID-era CDBG-CV expenditures to support local providers such as the community resource center (FISH). Sacker said the region operates a five-year consolidated plan; the 2026 action plan designates how Broomfield will allocate its entitlement and lever local funds.

Council members asked specifically about tenant-based rental assistance (TBRA). Sacker said TBRA is structured as a time-limited (up to 24 months) self-sufficiency tool and that the council had funded a Broomfield Older Adult Assistance Program with $89,500 for 2026 to continue support for seniors who need ongoing assistance. Staff said the program is intended to absorb seniors currently dependent on TBRA where permanent affordability or fixed incomes make TBRA a poor long-term fit.

Council members also asked about funding timing and eligibility. Sacker and staff explained that the city returned about $220,000 of CDBG funds in December 2025 tied to projects that later failed to maintain eligibility, and that the 2026 entitlement (about $290,000 in the staff presentation) had not yet been received; the submission to HUD is part of the process to secure that allocation. Council requested a fuller housing update on June 16 to review program details, funding sustainability and senior-assistance plans.

Council member Ward moved approval of Resolution 2026-70; the motion passed unanimously, 8-0.
