The Halifax Planning Board voted May 7 to approve a site‑plan modification for a self‑storage facility at 318 Plymouth Street (PSPR 26‑1), adding conditions that the applicant submit a snow‑removal plan, install a fence on the west side of the property and provide a follow‑up letter from the review engineer confirming the project’s modifications do not alter drainage.
The decision follows a continuation of the application, during which staff and the applicant said revised, stamped drawings and previous engineering letters were included in the package. Board members pressed for a written reiteration from the review engineer stating that the changes to riser heights and equipment pads did not change the approved drainage pattern.
Neighbors raised concerns about runoff toward nearby 34 Street, trespassing, and removal of boundary markers. Tina Alger, a resident who said she visited the site, said boundary stakes were taken down and urged the board to require a fence. "I demand the fence," Tina Alger said during public comment. Another nearby resident objected to the prospect of increased pedestrian traffic and said, "I don't want a doggy park," arguing the fence would prevent shortcuts across private property.
Board members discussed placement and extent of the fence in detail — including whether any portion would touch land controlled by the country club — and directed staff to include a clear fence alignment on the updated plan to be signed. The board also asked that the applicant obtain from PGB Engineering (the project review engineer) a written letter reiterating that the modification does not affect drainage, and that the snow‑removal plan be incorporated into the decision letter.
A motion to approve the modification with those conditions carried on a roll‑call vote: Mr. Sylvester — yes; Mr. Troop — yes; Mr. Walsh — yes; Mr. G — no; Mr. Millians — yes.
Next steps: staff will post an updated plan showing the fence on the western side of the storage facility property and include the requested letters and the snow‑removal plan in the decision package for signatures and recordation.
