Summit introduces ordinances on street excavation, parking rates and speed limits

At its April 7 meeting, the Summit City Council introduced three ordinances affecting streets, parking and safety.
Excavation code (Ordinance 12451): Sponsored by Council Member Chrisafulli, the ordinance would amend Chapter 18 (Streets and Sidewalks) to strengthen oversight of utility excavations, extend the road-opening moratorium from five to ten years, require curb-to-curb paving after openings, authorize more inspections and consultations, and enable the city to issue summons and fines for violations. The ordinance was introduced for public hearing at the council's next regular meeting.
Parking rates (Ordinance 12473): Council Member Kallaminson introduced changes to Chapter 7 (traffic) that increase daily parking from $4 to $5 and raise prepaid permit rates (monthly from $80 to $100; quarterly from $228 to $285; annual from $864 to $1,080). The ordinance was introduced with a hearing date of April 21.
Speed limits (Ordinance 12474): Council Member Palewski introduced amendments to reduce the speed limit on Orchard (from 40 to 25 mph) and on a portion of Springfield Avenue (from 35 to 25 mph) to improve pedestrian safety. The ordinance was set for the council’s regular hearing schedule.
All three ordinances were introduced for public hearing consistent with statutory notice requirements. Council members said supporting materials and detailed maps will be posted online ahead of the hearings.
