Justin Pierce of Pierce Coleman presented the firm's experience representing Arizona municipalities and proposed a month‑to‑month engagement to serve as San Tan Valley’s town attorney. Pierce described the firm’s municipal practice, staff resources and a proposed flat‑fee model intended to provide budget predictability during the town’s formative year.
Council members asked detailed questions about projected hours, staff mix (senior lawyer/associates/paralegals), potential reimbursable expenses and reporting. Pierce said reimbursable costs would be small and offered ongoing review and transparency about time and expenses. Alan Quist and other council members stressed the need for regular reporting so the council can adjust the arrangement if workload or costs differ from estimates.
The council moved and approved the appointment of Pierce Coleman PLLC and the presented Legal Services Agreement by voice vote. The firm will begin supporting the town immediately; council directed staff to monitor workload and costs and to bring adjustment requests back to the council if needed.
