San Tan Valley council selects first mayor and vice mayor; appoints interim clerk

Garrett Glover called the newly incorporated Town of San Tan Valley’s inaugural council meeting to order and opened nominations for mayor and vice mayor under Arizona law.
Councilmember Tyler Hudgins and Darren Schnapp were nominated for mayor. After brief remarks from each nominee, the council proceeded to a motion and roll-call vote to select the mayor. The presiding facilitator announced the motion carried and passed the gavel to the newly selected mayor.
Hudgins was then nominated and elected vice mayor by roll-call vote; the vote was announced as unanimous (7–0). Shortly afterward the council considered and approved by voice vote the appointment of Garrett Glover as interim volunteer town clerk to assist with administrative and records duties required under ARS 9‑237.
The council discussed the expected time commitment for mayoral duties and the statutory framework that makes the mayor a presiding and ceremonial officer while leaving day‑to‑day administration to an appointed town manager. Municipal attorney Alan Quist had earlier outlined the roles and statutory references (including ARS 9‑236) for both positions.
The council concluded the session by adopting an ordinance to set regular meetings and other initial housekeeping items (see separate items). The council emphasized the nine‑month window to transition services from the county ahead of the July 1, 2026 municipal fiscal‑year handoff.
