EDC awards Sixth Street Plaza maintenance contract to Hild Foundation at $88,500

The Texas City Economic Development Corporation on Dec. 17 approved resolution 2025-43 to award the maintenance contract for the Sixth Street Community Plaza to the Hild Foundation, the low bidder at $88,500.
EDC staff told the board the invitation to bid (ITB 2026-2) drew four responses and that Clark Condan Landscape Architects prepared a detailed scope of services for the plaza. "Staff is recommending the bid award go to Hild Foundation...they were the ones that came in at $88,500," an EDC presenter said.
The contract is structured as two consecutive years with the option for one 12-month renewal. The scope of work in the packet enumerates tasks and frequencies: landscape bed care, mowing, pruning, weed control, pest management, trash collection on scheduled service days, playground and site-furniture inspections, lighting checks and maintenance of water features and artificial turf. Staff said mowing, edging and weed-eating are scheduled a total of 42 times a year.
Board members pressed staff on the contract's limits. The mayor asked whether the award covered "day-to-day maintenance and upkeep" versus warranty or repair work. Staff clarified the contract covers routine maintenance; warranty or construction-defect repairs remain the responsibility of the project contractor under existing warranty agreements. Special-event cleanup can be handled through the regular service schedule or by arranging additional service at the listed rates.
A motion to approve the resolution carried unanimously by voice vote.
Next steps: staff will finalize the agreement and execute the maintenance contract with Hild Foundation, then begin the scheduled services identified in the ITB.
