Staff said RDG will bill monthly and that final zoning‑rule changes were expected to be a subsequent step beyond this scope. The work is intended to include public outreach through surveys, pop‑up events and steering‑committee meetings.
Council members asked how the steering committee will be selected; staff replied the committee will include volunteers and interested residents and that some membership decisions remain to be made. Staff said the plan will be presented in stages so residents can review sections most relevant to them rather than a single final book.
A motion to approve the agreement was moved and seconded; the council recorded affirmative votes from council members present.
