Staff explained the condemnation would allow the city to remove the structure and clean the site; the city would incur the expense and place liens against the property. Council discussed options if no party steps forward, including foreclosure and auction, and acknowledged the limits of cost recovery. Council voted to proceed with condemnation and removal.
