Council authorizes LCCMR grant application for North Creek Greenway trail upgrades and restroom at Rambling River Park

Farmington staff asked the City Council on March 16 to authorize a proposal to the Legislative-Citizen Commission on Minnesota Resources (LCCMR/ENRTF) for the North Creek Greenway trails and trailhead construction project focused on Rambling River Park.
Kelly and Carrie Kubichek (regional funding manager) described the package: replace and widen trails to 10 feet, construct a new restroom building and trailhead amenities (kiosk, bike fix-it station, trash/recycling, signage), pursue shoreline restoration and improve fishing access. Staff said HKGI estimated the total cost with contingency at $2,793,505 and stated that the 25% match requirement would amount to $698,376; Dakota County indicated it would contribute up to $400,000 toward the restroom building and has provided a letter of support. The staff memo noted the city will be the applicant and Dakota County listed as collaborator; Dakota County’s assistance with HKGI work will not cost the city additional consultant expense.
Staff said the ENRTF application process begins with staff vetting and potential presentations to the LCCMR in late June or early July 2026; LCCMR recommendations would then be forwarded to the legislature in 2027 for appropriation. Council members discussed how to strengthen the application; Dakota County has already provided a letter of support and staff said council could add a formal letter endorsing the application if desired.
The council adopted Resolution 2026-021 authorizing submission of the proposal. If funded, council will need to decide the city’s share of match costs; staff suggested using parks-and-trails funds but said the final determination remains to be made.
