Farmington City Council on March 16 authorized a services agreement with Hoisington Koegler Group (HKGI) to prepare the city’s 2050 comprehensive plan update and approved a corresponding amendment to the 2026 planning budget.
Tony, planning staff, outlined a seven-task scope that begins with a public-engagement “take the pulse” phase, moves to a land-use “shape the plan” step, delivers a full draft for Planning Commission and council review, and ends with distribution to the Met Council and final adoption. Staff said the contract will not exceed $110,000 and is proposed to be spent across three years: $70,000 in 2026, $30,000 in 2027 and $10,000 in 2028.
Because the city’s 2026 planning professional-services line was budgeted at $50,000, council approved a $20,000 amendment to the 2026 budget to cover HKGI’s first-year billings. Council members asked about outreach and whether outsourcing is typical for a city of Farmington’s size; staff replied that consultant use is common and that HKGI has worked on past zoning amendments for Farmington.
Council authorized the agreement and passed the budget amendment in separate roll-call votes. Staff said the agreement includes work already completed as part of recent plan amendments and that future-year expenditures will be addressed in subsequent budgets.
Next steps include executing the contract, beginning the public-engagement work plan and scheduling reviews by the Planning Commission and the Met Council as required.
