Staff estimated the combined effect of all permit line‑item changes would raise the permit package by roughly $600 for a representative new home. Commissioners and board members asked for clarification about 2025 gross permit activity and how permit revenue is shared with the inspection firm; staff explained that roughly 75% of permit fee receipts go to the inspection contractor (to cover inspection services) and 25% to the village for oversight and associated village costs.
Board members discussed the audit and statutory constraints: staff noted that municipal permit fees may not be set to produce a profit for the municipality and that the village portion of fees must not exceed the cost to provide oversight; the recommended schedule reflects the contractor arrangement and the village’s decision not to become the highest‑priced comparator.
