In response, the council directed OAC staff to develop written guidelines describing the criteria, required documentation, monitoring checks and decision timeline for both rollover requests and project modifications.
Several members said such guidance should include: thresholds for when a rollover or modification requires program monitoring, how staff will assess fiscal health and corrective actions, and how the council will vote (regular meeting vs. emergency meeting). A motion directing staff to present a proposed process and guidelines was moved, seconded and approved by roll call.
Why it matters: the council is managing multi‑year grants across hundreds of millions of dollars. Members said a clear, public process reduces perceptions of favoritism and ensures consistent treatment of grantees.
