Walsh County road and bridge department requests big increases for chip sealing, engineering and equipment

Walsh County’s road and bridge division told commissioners it needs larger outlays next year to maintain rural roads and be competitive for federal cost-share bridge grants.

Jason (buildings and grounds/road presenter) outlined a multi-part request: maintenance chip-seal funding rose because oil and material costs have increased (KLJ estimates now about $40–$60,000 per mile, up from roughly $30,000 previously). The department proposed moving chip-seal funding to $700,000 and boosting engineering and bridge-design funds to about $300,000 so projects can meet federal ‘ready-to-go’ requirements and be eligible for large grants that require local match funding.

Equipment and capital asks include a multi-year loan option (~$565,000) to cover remaining grader payments and acquisition of a new skid steer and a payloader; the presenter explained some equipment purchases are multi-year lease or loan commitments. The department also proposed increasing road repair, graveling and bridge-maintenance lines to keep pace with rising prices.

Jason urged building a pipeline of shovel-ready projects so the county can respond to federal opportunities; he said higher local engineering investment helps the county compete for grants that require matching funds. Commissioners asked to see detailed breakouts and multi-year cost projections before final approval.

Next steps: staff will provide more itemized cost estimates and clarify whether requested equipment will be financed via lease or loan and the expected annual payment impact on county finances.
