Council approves notice to award $664,315 lead service-line replacement contract

The Moline City Council authorized a notice of intent to award a contract to McClintock Trucking and Excavating Inc. for project 1494, a lead water service-line replacement effort funded through a community grant and a city match.

City staff described the arrangement as a local grant match: $500,000 in leveraged funds supplemented by $125,000 from the city, for a total contract amount of $664,315.10. Officials said the work is expected to allow replacement of roughly 50 to 60 lead service lines in the targeted area.

Council members asked about public transparency and project maps. A council member requested that a map be made available for residents to see where work would occur and when; staff indicated the city will publish a map and public notices once contract arrangements are finalized and the contractor prepares a schedule.

Questions at the meeting also touched on construction methods. A member asked whether streets would be fully reconstructed or whether crews would use targeted replacements; staff explained the work is not full street reconstruction and will rely on directional boring and surgical access at curb boxes when possible, followed by resurfacing as needed.

The council approved the notice of intent to award and later amended related contract language in a subsequent non-consent item to authorize both the mayor and the city clerk to execute necessary documents.

Next steps: staff will issue the formal notice and publish a public map and schedule for residents, then proceed with contractor mobilization and field work according to the approved scope and funding.
