Dr. Rosendale told the board the filing is a routine requirement of the California Commission on Teacher Credentialing and that the district typically uses intern permits to fill special education positions and other difficult‑to‑recruit roles. She explained the district partners with universities on internship and residency programs, and that interns are paid on district salary schedules while completing credentialing requirements.
Board members asked about pay and employment status. Staff said interns are hired on an intern credential and are considered probationary zero; after completing credentialing (commonly a two‑year program), they become probationary one. Trustees asked staff to report back with counts of current interns and placement pathways.
The motion to adopt the declaration carried unanimously.
