Council reappoints municipal judge, adopts Title VI transit policy and approves consent items

The Bristol City Council on May 4 unanimously reappointed Municipal Judge Ad Jones to a four-year term at $22,000 per year, adopted a Title VI policy for transit service and fare changes and approved the consent agenda, which included several contract awards and renewals.
City manager staff presented Resolution 26-56 recommending reappointment of Judge Ad Jones. Judge Jones, present in the audience, thanked the council and pledged to "attempt to treat everyone that comes into the municipal court with dignity and fairness and impartiality." The council then voted to reappoint him.
The council also adopted Resolution 26-57, a policy to govern how Bristol Tennessee Transit designs and changes fixed-route service and fares in compliance with U.S. Department of Transportation Title VI nondiscrimination requirements. Transit Manager Melanie Feliner told the council the purpose is to ensure service design and operations do not result in discriminatory disparate impacts and that staff will accept public comments on proposed changes through May 13.
The consent agenda (Resolutions 26-58 through 26-61) was approved without separation and included: a contract award to JCMBI Construction for wastewater treatment plant bar screen and valve replacement; a contract with Utility Inspection Services for CCTV inspection and smoke testing in the Sinking Creek basin; renewal of stop‑loss insurance coverage with SunLife Insurance Company; and an agreement with Skins LLC for an information-technology strategic planning service.
All votes recorded on these items were unanimous among the members present. The council also announced upcoming meetings and community events, including a May 12 budget work session where council will consider a resolution supporting a Safe Streets for All grant application for West State Street improvements.
