Council adopts Chapter 909 to streamline programmed work-zone assessments

Oakwood City Council on March 2 adopted a new Chapter 909 to the Streets and Public Services Code to identify programmed "work zones" for the city's annual sidewalk, curb and driveway apron program, a legislative change intended to simplify recurring annual assessment ordinances.
Council Member Jackson, citing a recommendation from the city engineer, said the new chapter allows the city to identify zones (rather than list many individual streets each year) so future legislation can refer to the chapter and the named work zone. Jackson moved to waive the second reading and asked the council to adopt the ordinance that night so it could take effect in time for the spring program.
Clerk Lori conducted the roll call for the four-fifths vote required to waive the second reading; Mayor Bill Duncan, Vice Mayor Bington, Mrs. Turban, Mrs. Jackson and Mr. Dorf all voted yes.
Council members said the chapter will streamline the legislative process for annual public-works assessments and allow the city to reference zone numbers instead of listing each street.
