On March 2, Oakwood City Council unanimously adopted a supplemental appropriation ordinance to reallocate $11,500 from the city's self-funded insurance trust to multiple operating funds as the city transitions from a self-funded vision insurance program to a traditional vision insurance plan.
Vice Mayor Bington read the ordinance title and said the measure "provides for the appropriation of a multiple transfer from the self-funded insurance trust fund to the general fund, the refuge fund, Smith Memorial Gardens fund, street maintenance and repair fund, leisure activity fund, health fund, and water operating fund," and that the change "doesn't change the city's overall expenditures for the year." He said the reallocation covers costs associated with offering traditional vision insurance rather than a self-funded program and identified the reallocated amount as $11,500.
Vice Mayor Bington moved adoption on second reading; a second was recorded, and Clerk Lori conducted a roll-call vote: Mayor Bill Duncan, Vice Mayor Bington, Mrs. Turban, Mrs. Jackson and Mr. Dorf all voted yes.
City officials said the ordinance is an accounting change to move funding into the new plan and does not increase the city's total 2026 expenditures.
