Police leadership explained that one strong traditional police hire in the pre-hire process was not advanced because of needed development time, while a strong pool of ICO candidates was available. Chief staff said bringing two ICO candidates through the school’s program would delay their start until September but provide better long-term fit and training value. Staff estimated that using a grant for the first ICO candidate and funding a second locally would save the city roughly $23,000 compared with alternative recruitment routes.
Council members emphasized the need to avoid returning to a period of being understaffed, asked how long candidates would be expected to remain on the force after academy completion, and discussed retention risks inherent in any hiring investment. Staff said agreements with the academy include terms and that the city has confirmed the program’s typical progression (cadet to officer in approximately 24 months). Members voted in favor of authorizing the city-funded ICO cadet; staff said the two hires would fill current vacancies when the candidates complete training.
