Commission on Ethics reviews draft FY2025 annual report, seeks shorter public version

The Nevada Commission on Ethics examined a draft fiscal year 2025 annual report on Aug. 20, with Executive Director Armstrong describing the document as a communications tool that combines background, case data, the newly adopted strategic plan and appendices.

Commissioners pressed staff to pare the public-facing document. Vice Chair Wallen said the commission should "shrink down" the report and include highlights and next steps instead of detailed implementation plans, noting the current draft is about 44 pages compared with roughly 30 pages last year. She proposed an executive summary or one-page briefs for wider distribution.

Executive Director Armstrong told commissioners the report is not statutorily required to be published but is governed in part by NAC 281A 180 sub 2 and helps explain the commission’s work to local governments and legislators. He said staff will finalize outstanding data, update graphs (including jurisdictional determinations) and return with a revised draft in October.

Other commissioners recommended keeping a longer internal or archival version for accountability while producing a concise public version for outreach and social media. Several suggested reorganizing appendix C so advisory opinions are grouped by topic, and adding a high-level notation in appendices A/B that summarizes the number of cases resolved short of the review panel without breaching confidentiality.

The commission did not take formal action on the draft; staff were asked to incorporate the commissioners’ feedback and present a revised report at the October meeting for approval.
