The council reviewed two development items on March 24: an impact‑fee reimbursement request tied to public road work for three developers at the southwest corner of the new roundabout, and a proposed amendment permitting alternative tenants at a city‑owned parcel previously tied to a hotel requirement.
Noah (staff) explained that the reimbursement would cover only the public‑improvement portion of work—road widening, curb and gutter, and a trail—based on documented bids and work percentages subject to engineering review. “They have to submit receipts; it's based on the percentage of the work that we're requiring them to do,” Noah said. Staff said the reimbursement would come from the transportation impact‑fee fund and that the city has used fee credits in similar circumstances to save mobilization and construction costs.
On the 3000 West and Analopee Drive parcel, staff described that the developer now lacks a hotel tenant but has alternate tenants ready to proceed, including a tire center and a national quick‑service restaurant (Chick‑fil‑A). Staff said releasing the hotel condition could move the project forward up to a year earlier, but that council approval is required to accelerate the timeline. Councilmembers voiced mixed views about a hotel at that location—some cited resident opposition and timing concerns, others supported moving development forward with alternate commercial tenants to gain earlier sales tax and site activation. The council agreed to place an MOU amendment on the business meeting agenda for a vote.
Both items were advanced from the work session to the upcoming business meeting for final consideration and any required motions or votes.
