Civilian Review Board chair reports 360 cases reviewed over three years; board found no policy violations in 2025

Valerie Flattis, chair of South Salt Lake’s Civilian Review Board, delivered the board’s fourth-quarter and 2025 annual report to the City Council on March 11, saying the board reviewed 60 cases in the fourth quarter and 360 across the three-year span 2023–2025.
Flattis told the council that 144 of those 360 cases required body- or car-camera review and that the board requested and watched 31 videos in the fourth quarter. She said the board found zero cases in 2025 that were outside state statute or city policy and reported approximately 43,000 police/public interactions citywide with 0.4% leading to use of force.
The chair said there were no recommendations from the board in the fourth quarter and noted several training and outreach activities planned for 2026, including ride-alongs, additional training for members and public meetings scheduled for the first Monday of each month. Flattis listed demographic breakdowns the board collects (age, race, gender, homelessness status, substance-use or mental-illness indicators), and she noted many entries are listed as 'not reported' in the record.
Council members thanked the board for its work and the report; no decisions or policy changes were taken during the presentation.
