Staff reported the low bid from Building Systems of Illinois was $2,427,500, above the project’s initial construction budget of $2,318,704 and noted the city previously spent roughly $196,000 on design and engineering. Funding sources described at the meeting included $1.5 million from the Humason Trust, a $50,000 equipment commitment from the foreign fire tax board, a $500,000 federal grant administered by the U.S. Department of Agriculture and the remaining city share.
The city administrator recommended accepting the low bid and provided a memo and budget form in the packet. Council members asked about a project start date; staff said the current draft contract lists a substantial completion target near the following January but no firm start date yet. After questions, a councilor moved to accept the low bid and council approved by roll call.
Councilors and staff described the project as the culmination of several years of work by the fire department, staff and consultants. The council approved accepting the low bid and directed staff to proceed with contract finalization and to return updates as necessary.
