State reports IBM Match 360 MDM, data-governance platform and lakehouse procured for cross-agency data work

Enterprise Technology Services (ETS) told the Data Task Force the state has procured several enterprise tools intended to make cross-agency data sharing and governance easier.
ETS said the state purchased IBM Match 360 (a master-data-management product), a data-governance platform available at no extra departmental onboarding cost, and a lakehouse for staging data in bronze, silver and gold layers to support cleaning and sharing. Staff emphasized they will not begin by deploying tools alone; instead, they plan co-creation sessions with department data teams to solve concrete business problems such as linking corrections and human-services datasets.
"We don't want to start with a tools. We want to start with a business problem," the presenter said, noting that use-case-driven pilots are planned. For the Match 360 MDM pilot, staff estimated small use cases could be ready within the first half of the year, on a 6–8 to 8–12 week timeline, rather than a 12-month rollout.
ETS described governance workflows for data owners and data consumers—cataloging data, access controls, quality management and automated request flows—and said some AI-augmented processes could speed access while preserving human oversight over risk and issue management.
No procurement contract amounts were provided during the meeting. Staff said departmental participation is voluntary and that data owners would retain control over access to their systems; ETS will coordinate workshops to demonstrate workflows and to invite departmental adoption.
