HCDA board forms permitted interaction group to review executive director and update strategic plan

The Hawaiʻi Community Development Authority on March 25 voted to establish a permitted interaction group (PIG) to conduct the executive director's annual performance review and to set the authority's one-, three- and five-year goals.
Executive Director Craig Namoto presented the staff report and described the PIG's purpose as reviewing the executive director's performance and proposing goal updates to the agency strategic plan adopted June 4, 2025. Namoto said the staff packet includes the report and recommended PIG composition drawn from the chair, the deputy director and representatives from each community development district. He outlined a schedule of PIG meetings in April, a report back to the board in May and formal action by the general authority in June.
Member Strikes asked that the strategic-plan update include a long-term plan for industrial property transition in Kakaʻako; chair and staff noted that request for inclusion.
Chair Sterling Higa solicited volunteers; members Wicker, Lidstone (Secretary Litstone in the roll call), Kabibi, Dubashelle, Sakakota, Leong and Chair Higa volunteered. Member Wicker moved to establish the PIG, Member Kabibi seconded, and the authority took a roll-call vote. The motion passed with 14 yes votes and three members excused.
The PIG will convene per the schedule Namoto described and report back in May to permit the full authority to act in June.
