Audit finds clean opinion; district creates non‑lapsing fund and retains three recommendations

Beth Haber, the district business manager, presented the 2024–25 annual audit at the April 7 meeting and said auditors from PKF O’Connor Davies issued another clean audit opinion.
Haber told the board the audit materials include the federal and state single‑audit reports and the comprehensive annual financial report, all available on the district and town websites. The district created a new non‑lapsing fund containing $39,211. She said three audit recommendations remain; staff view these as operational items that do not affect the clean opinion and are long‑standing, and one item (scholarships) has already been addressed by recording them in the accounting software.
Haber said removing the remaining recommendations would likely require additional staffing and that the district does not plan to add staff solely to close those items because the cost–benefit is unfavorable given the clean audit.
The board moved, seconded and approved the annual audit report as presented.
