Pleasant View City Council voted on March 10 to adopt a citywide Parking and Backing Policy (Policy 2026-2) intended to standardize safe practices for employees operating city vehicles.
Staff presented a trust-recommended template that includes guidance on clearing windows, using spotters when available, and minimizing distractions. Several council members and department leaders questioned whether some provisions should be binding in all circumstances; public-safety officers said that in some emergency responses ("hot calls") strict requirements to perform a full circle-of-safety check are operationally impractical.
Council amended the draft by replacing a "must" in the circle-of-safety section with "should" to allow an emergency exception, then approved the policy by roll call. Staff said they will vet the revised language with the insurance trust and return any final edits to the council. The policy also contains recommended practices for spotters and clearing windows and is intended to help reduce backing incidents and qualify for possible insurance rebates.
