Commission recommends rezoning small city parcel at Flint and Webb Lane to public use; rail-trail not included

Planning staff told the commission a small city-owned parcel at the southwest corner of Flint Street and Webb Lane should be rezoned from R120 (single-family residential) to PU (public use). Staff said the parcel is just over half an acre and noted the city recently built a bathroom facility with access to the adjacent rail trail.

"This property, it's about a half acre total," staff said, and added that 69 notices were mailed and staff had received two public inquiries. Staff recommended forwarding the rezone to the city council.

During the public hearing resident Eric Monson, who identified himself and said his house backs onto the trail, asked whether the zoning change would affect a narrow triangular strip running from Webb Lane toward Old Mill and who owns the trail. "My name is Eric Monson. My house backs onto that trail, so I was just a little bit curious about the the zoning," he said.

Staff replied the parcel shown on the map is the only city-owned parcel being rezoned; the thin strip appears to be street right-of-way rather than a separate parcel. Staff also said the rail trail is believed to be owned by UTA and that the parks and recreation department maintains facilities such as the bathroom and parking lot.

A commissioner moved to recommend approval of the rezoning from R120 to PU; another commissioner seconded. The commission voted to recommend approval and the motion passed.

The commission clarified that the rail trail parcel itself is not included in the rezoning. The commission will forward its recommendation to the Kaysville City Council for final action.
