Board adopts NCRC handbook updates and welcomes new resource-center director

Chris (S6), who said his name will be removed from the handbook and replaced by Casey Taggart, introduced Taggart and described the handbook edits, noting the most substantive changes were clearly marked in the packet. Chris said rate adjustments were proposed to keep the center solvent while remaining affordable and highlighted partnerships with Head Start, the Boys & Girls Club and other local providers.
Why it matters: the handbook governs operations and parent/guardian contracts for the center’s wraparound and after-school programs. Staff emphasized safety checks — radon tests (completed twice, with improved results), carbon-monoxide testing, emergency lights, tornado and fire drills, playground inspections and security-camera upgrades — and said maintenance items found during inspections were generally easy to correct.
The board moved to approve the handbook; the motion was seconded and carried by voice vote. Chair thanked the staff for their work and encouraged them to continue outreach as the district onboards the new director.
