Calimesa approves $390,393 design contract for new city hall project

The Calimesa City Council on April 6 approved a professional services agreement with Actton Architecture to design renovations to the former bank building the city purchased for its planned new city hall.
Public works staff told the council the agreement is "not to exceed $390,393" for architectural and engineering design services, with a 10% contingency available for additional design services if needed. Staff also presented a budget amendment for $429,432 from the administrative facility fees fund to support completion of the design work.
Actton Architecture was recommended after a city-run procurement process that received 13 proposals and interviewed two firms. Staff cited the firm's experience in adaptive reuse and prior work on civic facilities in the city, including the Calimesa Library.
Council members asked clarifying questions about the scope, including whether a topographic survey for exterior work would be part of base services; staff replied the topographic survey would be an optional service used only if the council decided to move forward with exterior landscaping, parking lot or sidewalk improvements.
A motion to adopt staff's recommendation carried on a 4-0 vote.
The contract award authorizes design to proceed; construction-phase work and any exterior improvements would require separate approvals and likely a phased funding plan, staff said.
