Chief Thompson provided the commission with an update from the Fuel Resiliency Committee, which the commission created in December 2025. He said the committee has met three times, includes 30 members (17 voting, 13 non-voting), and has contracted to update a 2023 analysis to make forward-looking projections and confidential industry recommendations that will inform a final report.
Members heard industry briefings on barriers to investment, opportunities to increase storage and redundancy, and considerations on air-quality and EPA emissions that affect fuel options. The committee received a presentation from Sawtooth Caverns on long-term strategic storage and discussed a regional western gateway pipeline project described as moving fuel from central U.S. sources through Arizona and southern California to improve diversification and reduce reliance on California-origin deliveries.
Thompson said the committee will continue to meet and that the updated analysis will run alongside public-facing efforts. Commissioners asked questions but took no formal vote; the report was informational and intended to guide future recommendations to the governor.
