Commission conditionally approves Spring Meadow North site plan, contingent on Army Corps, fire and utility approvals

The Planning Commission voted April 7 to approve the Spring Meadow North site plan (Ballerina Farm), subject to multiple external approvals and staff conditions.

Staff described the property as roughly 13.96 acres with a permitted developed activity center up to 6.98 acres; the applicant’s current submittal shows roughly 3.39 acres proposed for development, and staff calculated a need for 117 parking stalls (the applicant submitted 127). Staff also identified wetland areas requiring U.S. Army Corps of Engineers review for proposed crossings and stormwater ponds that must be adjusted out of required buffers. Water and sewer service will require on‑site extensions: a 10‑inch water line and a low‑pressure sewer extension with laterals to buildings; the applicant must provide required water shares to connect.

Scott (staff) and the applicant’s engineer reported ongoing coordination: the applicant has submitted revised plans to the Army Corps and expects a stream of comments; South Summit Fire has completed a review and communicated "no comments" on the submitted site plan (applicant supplied the email). The applicant told the commission an updated parking layout with a larger lot (roughly 165 stalls and some RV stalls) has been submitted to staff as part of continuing refinements.

After discussion, the commission approved the plan with explicit conditions: (1) Army Corps of Engineers approval for wetland impacts/crossings and any needed mitigation, (2) final approval from the South Summit Fire District, (3) final approval of sewer and water engineering plans and utility connections reviewed by the city engineer, (4) City Council approval of the updated definitions and allowed uses forwarded by the commission earlier in the meeting (because those definitions affect allowed site uses), and (5) satisfaction of staff recommendations, including irrigation/stormwater discharge approvals.

What to watch: coordination among the Army Corps, the county/city on the Hallum Road realignment and utility routing, and timely submittal of engineering plans. Staff will monitor approvals and may return the matter to the commission if material changes are required by permitting agencies.

Outcome: motion to approve with the conditions above carried; the applicant may proceed to detailed engineering and permitting once the conditions are satisfied.
