City staff presented the 2025 Consolidated Annual Performance and Evaluation Report (CAPER) to the Rock Island Community Development Commission at a March 26 special meeting and invited public comment before the CAPER is submitted to HUD. The 15‑day public comment period closed that day and staff said no public comments had been received during the hearing.
Nicole Mata, a city staff member, described the CAPER as the year‑end report that shows how Community Development Block Grant (CDBG) funds were used relative to goals in the annual action plan. She told the Commission most 2025 targets were met or exceeded, while acknowledging some projects did not fully meet original timelines and rolled into the next program year.
Key CAPER highlights presented by staff included completion of 33 single‑home rehabilitation projects in 2025 (the goal had been 30) and a wait list of over 100 households seeking rehabilitation assistance. Staff reported public‑service activities met the low‑to‑moderate income target of serving at least 200 people through five partner agencies: Christian Care, Spring Forward, the Martin Luther King Center, Narrative and the YWCA. Two public‑facility projects were discussed as in process: an ADA bathroom remodel at the Central Firehouse and a downtown library contract that has been signed.
Nicole also noted two commercial revolving loans were completed that count toward the economic development goal (creating or retaining 10 jobs); one loan was counted for 2025 and the other was recorded in 2026 because of payment timing. Staff said they will bring a draft of the 2026 annual action plan to the Commission in April.
Because the CAPER will be submitted to HUD, staff requested any written comments be included in the CAPER documentation; no additional public comments were offered at the meeting.
