Board approves $1.73 million authorization to replace Free State and Lawrence High tracks

The Lawrence Board of Education on March 23 approved a contract to replace the 400-meter running tracks at Free State High School and Lawrence High School and authorized contingency funds and limited additional renovations.
District staff asked the board to accept the recommendation from ACI Boland Architects in partnership with BSR Design and McConnell & Associates for a base bid of $1,572,943, a 10% contingency of $157,294 and up to $60,000 for potential javelin runway and landing-area renovations, for a total project authorization not to exceed $1,730,237. The board voted unanimously, 7-0, to approve the project. The district said the cost will be paid from facilities and operations capital outlay funds, which it noted cannot be used for classroom salaries.
"What we're requesting tonight is approval to move forward with the project, not a timeline," said Dr. Inglebrick, the district's track-project presenter, as the board discussed coordination with contractors, building administrators, families and staff.
Board members registered a unanimous yes vote in roll call during the motion: Buyers, Kimell, Lancaster, Gordon Ross, Franklin, Jones and Blackwood.
The project authorization includes a stated contingency intended to cover expected changes and an explicit allowance for javelin-runway work not to exceed $60,000. The board packet described the funds as capital outlay for facilities and operations; the district reiterated those funds cannot be repurposed for staff salaries.
The board did not set a final construction schedule at the meeting. District staff said they will collaborate with the contractor and building administrators to coordinate work and to minimize conflict with school programming and graduation-related timelines.
The vote came amid a broader presentation of district priorities at the meeting, including personnel updates and a separate, larger set of teaching-and-learning enhancements the board reviewed later in the evening.
