Dawson Richmond, a member of the advisory commission, described the decision process: commissioners scored each proposal on a shared spreadsheet during presentations, discussed major variances, and consolidated individual scores into a final recommendation. Council members who serve as liaisons also suggested a small additional award to a group that submitted materials but could not present in person.
Staff said the awards would be included in the tentative budget presentation and that full application materials and award rationales would be shared with the council and the public.
The council did not vote on the allocations at the work session; staff said they will include the exhibit in the April 28 council packet and incorporate the final awards into the budget ordinance process.
