Council adopted an updated City of Escalon disaster preparedness plan intended to replace the city's previous plan last drafted in 1992. The police chief and staff described the new document as a concise, easy‑to‑use framework that clarifies roles, communications and incident checklists for different emergency types.
Chief explained that the plan pares back lengthy, hard‑to‑use manuals in favor of a brief core guidance document plus appendices with role‑specific checklists and incident templates. Councilors asked for the community center to be included on the emergency shelter list (staff acknowledged it had been accidentally omitted and will restore it) and requested the plan be posted on the city's website and reviewed every two years when new mayoral leadership is selected.
Council moved, seconded and adopted the plan as amended on a voice vote with one abstention noted. Staff said they will distribute the finalized plan to partner agencies (fire, ambulance, school district) and incorporate any minor corrections (shelter list) prior to posting.
