Vice Mayor Reid raised concerns that past projects had run late and pressed staff for clearer schedule information and stronger enforcement language. Public-works staff and the city attorney told council that the bid materials and proposed contracts already include liquidated-damages provisions tied to expected working days: $7,200 per day for Walker Park and $1,500 per day for the gun range.
Staff said the amounts are calculated to reflect anticipated real-world costs and impacts and cannot be arbitrarily increased after bids; council asked staff to add clear schedule and liquidated-damages summaries to contract-related staff reports so the public and council can see expected start dates, allowed working days, and potential damages for late completion.
After discussion Vice Mayor Reid moved to approve Items 5 and 7 together; the motion was seconded and passed on a roll-call vote, 5–0.
